School Boards — P to R

Peel District School Board

5650 Hurontario St
Mississauga ON L5R 1C6

Board Type: Pub Dist Sch Brd (E/F)
Board Language: English
Region: Toronto and Area Regional Office
Phone Number: 905-890-1010
Toll-free: 1-800-668-1146

Send the letter of intent to the Home Schooling Liaison. There are two of them responsible for processing letters of intent: one for children whose last name is in the A-K range of the alphabet and one for the L-Z range of the alphabet. Based on letters of response received by parents, it appears the liaisons may be part of the department called Curriculum and Instruction Support Services, but they're not listed on the relevant webpage (Contact Us > Departments). At the time of writing (Fall 2020) the A-K liaison is Lesley Risinger at lesley.risinger@peelsb.com. We're still waiting to hear back from the board (or parents) for the name and email address of the L-Z liaison. You can use the board's general email address instead.

If you also want to send it to the Superintendent of Education responsible for your school, you can find their name, family of schools, and field office (address, fax, phone) on the board's webpage about Superintendents of Education (Contact Us sub-menu) — but it doesn't include email addresses, so you'd have to use the general email address listed above.

PDSB letter of intent

You can use the standard letter of intent.

PDSB letter of reply

Responses received by parents are similar to PPM131's appendix C, except that they omit the mention of EQAO testing (for which they make up by enclosing a copy of PPM131 itself) and instead mention ILC courses, health support services (albeit with outdated references), the Ministry's curriculum documents, and the PDSB's own resources for parents. They also add a sentence about yearly notifications being "required" (which is not a legal requirement, just a policy).

CAUTION:
- outdated references (re: health support services)
- misleading wording ("must", "required")

PDSB policy/procedure

Their Board Policies page (Trustees sub-menu) doesn’t list anything for Home Schooling. We hope this means they follow PPM131 directly. The only cautions are therefore the cautions that apply to PPM131 and the cautions mentioned above for the response letter. However, if you receive a policy document from them, please share it with us so we can let other parents know what to expect.

PSSBP letter of intent

You can use the standard letter of intent.

PSSBP letter of reply

We have not yet seen a reply letter from this school board. If you've received one, please share it with us so we can let other parents know what to expect.

PSSBP policy/procedure

Their Policies page (Board Highlights sub-menu) doesn’t list anything for Home Schooling. We hope this means they follow PPM131 directly. The only cautions are therefore the cautions that apply to PPM131. However, if you receive a policy document from them, please share it with us so we can let other parents know what to expect.

Peterborough Victoria Northumberland and Clarington Catholic District School Board — PVNCCDSB

For elementary school age children, this board's policy directs parents to send the notification to the principal, but you might also want to send it to the school board, since that's what the Ministry's policy (PPM131) directs you to do. For secondary school age children, and if you choose to for elementary school age children, send the letter of intent to the Superintendent of Learning responsible for your school. The board's webpage on Director of Education and Superintendents (Our Board sub-menu) includes superintendents' name, title, phone, email, and assistant's name, phone, email. Follow the link at the top of the list, to the pdf on all PVNCCDSB Organizational Charts, to see which superintendent is responsible for which family of schools.

PVNCCDSB letter of intent

Their policy document indicates parents can write their own letter of intent or else use the board's form. (You could also use the standard notification form). Their Administrative Procedure's Appendix A is their version of the Notification of Intent to Provide Home Schooling. It's acceptable to use, being similar to the standard letter of intent, with an extra column for indicating the child's "home school." Normally, "home school" would mean the school that the child would be attending if they were attending a school in that school year, so if that is indeed what they're asking for in subsequent years, it could be different from the school the child last attended, if there's been a change in address or a change in "grade" from elementary to secondary.

CAUTION: in their policy document, they refer to their notification form as LSS 24, but that incorrect — that's the number of the investigation questionnaire instead. The correct form for notification is their Appendix A, which is numbered LSS 22.

PVNCCDSB letter of reply

Their template for a school board response is similar to PPM131 appendix C except that it omits mentioning PPM131 and adds a paragraph about taking courses through the Independent Learning Centre (ILC). However, their policy document directs the principal (in the case of elementary school age children) or the Superintendent (in the case of secondary school age learners) to enclose a copy of PPM131, so there is no omission if they do so. (Please note: If they include PPM131's appendices, please be sure you understand you are not being asked to fill out more forms, simply being given a copy of the entire policy document FYI.)

PVNCCDSB policy/procedure

Their Policy and Procedures page (Our Board sub-menu) lists Home Schooling as Policy 306 - Home Schooling, under Student Achievement and Well-being. It includes the following documents:

CAUTION:
- misleading wording ("may be excused")
- omissions (how homeschooling can look different from school education)
- misleading wording (transcripts from ILC for re-enrolment)
- outdated references (re: Health Support Services)
- misinformation ("must" re: Health Support Services)
- misleading wording bordering on misinformation (their policy document presumes to define "satisfactory instruction" and does so in a way that demonstrates institutional bias)
- the same cautions as for PPM131 itself

Provincial and Demonstration Schools

Provincial Schools Branch, Ministry of Education
255 Ontario St S
Milton ON L9T 2M5

Board Type: Provincial/Hospital
Board Language: English
Region: Toronto and Area Regional Office
Phone Number: (905) 878-2851
Toll-free: 1-866-906-1192
General Email: contact form (no attachment capabilities)
Website:
https://pdsbnet.ca/en/

Since this is a Provincial/Hospital board type, the usual procedures for withdrawing a child from enrolment may not apply. However, if they do, you can just use the standard letter of intent and send it to the school principal, or else to the above address without addressing it to any specific person.

Rainbow District School Board — RDSB

408 Wembley Drive
Sudbury ON P3E 1P2

Board Type: Pub Dist Sch Brd (E/F)
Board Language: English
Region: Sudbury-North Bay Regional Office
Phone Number: (705) 674-3171
Toll-free: 1-888-421-2661
Fax Number: (705) 674-9112
General Email: info@rainbowschools.ca
Website: www.rainbowschools.ca

Send the letter of intent to the Superintendent of Schools responsible for your school, and a copy of it to the principal. The board's Contacts webpage includes superintendents’ name, phone, family of schools, but no email address, so you'd have to use the board's general email address.

RDSB letter of intent

You can use the standard letter of intent.

RDSB letter of reply

Responses received by parents come from the principal rather than the school board, even when the letter of intent is sent to the Superintendent. The letter of reply is similar to PPM131's appendix C, except that it adds that you should notify the school board every year prior to September 1st. It also sometimes (not always) omits mentioning PPM131, but might enclose a copy of it without explanation, leading some parents to be misled into thinking they're being asked to fill out the forms in the PPM131 appendices. This is a misunderstanding — the copy of PPM131 is FYI only.

RDSB policy/procedure

Their Administrative Procedures page (Board > Procedures > Administrative Procedures) doesn’t list anything for Home Schooling, and their replies to parents do not enclose any board-specific policy/procedures documents. We hope this means they follow PPM131 directly, without any internal policy that might mislead those using it. The only cautions would therefore be the cautions that apply to PPM131. However, they do appear to have at least enough of an internal policy for the letters of reply to come from principals rather than the board. Therefore, if there is in fact an internal policy/procedure, there is a lack of transparency about it that makes it impossible for us to determine what other cautions apply.

Rainy River District School Board - RRDSB

Region: Thunder Bay Regional Office

Toll-free: 1-800-214-1753
Fax Number: (807) 274-5078

Their Superintendents page includes name, email. To find out which one is responsible for your school, go to the Organizational Chart of Responsibilities by clicking on its link from the Contact page.

RRDSB letter of intent

Their letter of intent form is acceptable to use, as it's similar to PPM131's appendix B.

RRDSB letter of reply

Their letter of reply is the same as PPM131's appendix C.

RRDSB policy/procedure

Their Board Procedures page (Our Board sub-menu) lists Home Schooling as Procedure 5.21 – Home Schooling. The following are found through a search in Board Forms:

CAUTION:
- omissions (and truncated semantic logic)
- the same cautions as for PPM131 itself

Renfrew County Catholic District School Board - RCCDSB

499 Pembroke St W
Pembroke ON K8A 5P1

Board Type: Cath Dist Sch Brd (E/F)
Board Language: English
Region: Ottawa Regional Office
Phone Number: (613) 735-1031
Toll-free: 1-800-267-0191

Send the letter of intent to the Director of Education, since that's who sends the letter of reply. The board's webpage on Senior Administration (Our Board sub-menu) includes the director's name, phone, email. (That page also lists all the Superintendents of Educational Services, if that's where you would prefer to direct your letter of intent. Their schools and responsibilities are not listed but they share a single Assistant, who should be able to direct the letter of intent to the right superintendent if you indicate your child's school on your letter of intent.)

RCCDSB letter of intent

You can use the standard letter of intent form.

RCCDSB letter of reply

School board letters of reply to parents' letters of intent have come from the Director of Education, with a CC to the school. The reply contains the Thank You statement, the acknowledgement of the child being excused under subsection 21(2)(a) of the Education Act, and the information about accessing EQAO testing. It omits the reference to PPM131.

RCCDSB policy/procedure

Their Policies and Procedures page doesn’t list anything for Home Schooling. We hope this means they follow PPM131 directly. The only cautions are therefore the cautions that apply to PPM131. However, if you receive a policy document from them, please share it with us so we can let other parents know what to expect.

Send the letter of intent to the principal and the Superintendent of Education responsible for your school. The board's webpage on the Executive Council (School District sub-menu) includes superintendents’ name, phone, email, responsibilities, family of schools, and assistant's name, phone, email.

RCDSB letter of intent

You can use the standard letter of intent form.

RCDSB letter of reply

If you need a formal letter of acknowledgement, you may have to request it explicitly. One actual response received by parents was just an email from the superintendent telling them to send the letter of intent to the principal. If you've received a different response or a formal letter acknowledging receipt of the letter of intent, please share it with us so we can let other parents know what to expect.

RCDSB policy/procedure

Their Administrative Procedures & Forms page (Board sub-menu) doesn’t list anything for Home Schooling. We hope this means they follow PPM131 directly. The only cautions are therefore the cautions that apply to PPM131. However, if you receive a policy/procedure document from them, please share it with us so we can let other parents know what to expect.
