You can send the letter of intent either to the principal or else directly to the "Education Officer" to whom it will be forwarded, if you know who that is. Presumably it's the Superintendent of Education responsible for your school, but you may need to ask the school for their name. Their Senior Administration page (About Us submenu) includes superintendents' name, phone, and email, but lists no assigned schools or responsibilities that would help you determine which one is responsible for your school. However, their policy states the following:

“Normally, notification of intent to home school is submitted to the Principal of the child’s zoned school. The Principal forwards this information to the Education Officer.”

Although not easy to find (only by search), they have a Home Schooling Information webpage as of August 2020. It links to their policy, the Ministry of Education's webpage about PPM131, and a Home Schooling Letter of Intent (PDF Download).

Their letter of intent form is a copy of PPM131's sample letter of intent, with the word "sample" removed.

Lakehead DSB letter of reply

We have not yet seen a reply letter from this school board. We presume they use the sample provided in PPM131 appendix C. If you've received a response letter from this board, please share it with us so we can let other parents know what to expect.

Lakehead DSB policy/procedure

Their Policies & Procedures page doesn’t list anything for Home Schooling, but there is a link to it from their Home Schooling Information page. Their policy is very brief, mostly just referring to PPM131. It uses the following wording to mention PPM131's directive about investigations:

If there are reasonable grounds to suspect that the child is not receiving satisfactory instruction at home, the board should take steps to determine whether the instruction is satisfactory. Contact the Education Officer if you suspect that a child is not receiving satisfactory instruction through home schooling.

However, before those two sentences, it also contains an explicit reminder of the following:

When parents give a board written notification of their intent to provide home schooling for their child, the board (and zoned school) consider the child to be excused from attendance at school and the student is taken off role. [sic and their own emphasis] The board accepts the written notification of the parents each year as evidence that the parents are providing satisfactory instruction at home.

There is no longer a process for meeting with parents/guardians [their own emphasis] or presenting or monitoring the instruction/curriculum being provided.

Cautions are those relating to PPM131 itself.

Send the letter of intent to the Director of Education and a copy to the principal who will then prepare another form that they have to sign and forward to the Superintendent responsible for Home Schooling. The board's webpage on Senior Administration (Board > Administration) includes the name, phone, and email of the Director of Education as well as the superintendents' name, phone, email, and responsibility title.

(Consult that portfolio chart also when you need to know which superintendent is responsible for EQAO testing in a given year, if you'd like your children to participate in that school year.)

LKDSB letter of intent

Their sample letter of intent is included in their Administrative Procedures document as Appendix A. Since it has the word "sample" in the heading, and is similar to PPM131's sample notification letter, you may want to just use the standard letter of intent form from which OFTP has removed the word "sample."

LKDSB letter of reply

The letter of reply comes from the Superintendent responsible for Home Schooling. It contains some of the same acknowledgement and information as PPM131's appendix C (although worded a little differently), but omits the mention of PPM131 and adds the following:

You are encouraged to visit your area school and discuss, with the principal, the possibility of borrowing texts and examining the curriculum. The principal is not at liberty to supply you with any detailed curriculum guidelines. [...]

Please communicate with this office at the beginning of each school year to indicate what your intentions are regarding schooling for that particular year. Also, please contact your local school at any time, should you decide to return your child(ren) to the public school system.

LKDSB policy/procedure

Their Policy & Regulations page (Board submenu) lists the following for Home Schooling:

  • Policy P-PR-211-18 - Home Schooling, which is very brief, just recognizing parents' right to homeschool and quoting subsection 21(2)(a) of the Education Act.
  • Regulation R-PR-211-18 - Home Schooling, which is basically a summary of PPM131 minus the section about investigations, plus a few board-specific policies such as not allowing part-time attendance.
  • Administrative Procedure A-PR-211.1-18 - Home Schooling, which includes a sample letter of intent as Appendix A and a list of relevant links (but without one for PPM131) as Appendix C. (Appendix B of the LKDSB's Administrative Procedure document is just for them to fill out for their own record-keeping.)
  • A-PR-211.2-18 - Board Investigation of Home Schooling, which summarizes the PPM131 section about investigations and includes a sample investigation questionnaire as an appendix (appendix A in the board's document, which is appendix D in PPM131).

Appendix C of the LKDSB's Administrative Procedure document is a list of resources for homeschoolers. It mentions the OFTP's website for its resource directory, and the OFTP as an organization as a source of support and information about homeschooling. OFTP is the only homeschool group mentioned on this resource sheet.

To find out which superintendent is responsible for your school, click on the link (on the Senior Staff page) to the organizational chart. Look for the Family of Schools under each superintendent's name. If you're not sure to which Family of Schools your school belongs, you may need to ask the board or the school, as we were unable to locate information on their website that would help determine that. You could also just send your letter of intent to the Director of Education at director@limestone.on.ca.

The "Email" link for each just leads to the contact form, which has no attachment capabilities. To send the letter of intent by email, you can either use the online contact form to ask for an actual email address to which you could attach a scanned letter of intent form, or else enter the text of your letter of intent right into the contact form (which means they wouldn't get your signature, so would probably ask you to follow up with an actual signed letter), or you could guess at the email address based on the name of your superintendent and the pattern of the email address used in 2019 for superintendent Kelly Holbrough: kholbrough@office.ldcsb.on.ca.
